What is media classification?

To help the public make informed choices, media content is classified under various age-appropriate ratings to protect the young while allowing more choices for adults.
For example, films, videos and video games are given appropriate classification ratings (G, PG, PG13, NC16, M18, R21) which allow adults access to mature content while providing parents with information to guide their children’s viewings.
Programmes on free-to-air (FTA) TV and subscription TV are largely self-regulated by the broadcast industry through content guidelines set by the IMDA.
The Government also takes a pragmatic and balanced approach towards regulating Internet content, so as to promote and facilitate the free flow of information while protecting Singaporean, especially our young, from harmful online content. The Government also works closely with the private sector and the Media Literacy Council to develop industry codes of practice and promote media literacy and cyber wellness initiatives respectively.

How is MCI involved in media classification?

MCI oversees the Infocomm Media Development Authority of Singapore (IMDA), which sets the content guidelines and classification policies for the following platforms:

- Publications and Audio Materials
- Internet

How effective is media classification?

In general, the surveys conducted by IMDA consistently show that the majority of the public are supportive of our media classification efforts across various mediums. IMDA regularly consults its advisory panels comprising members of the public on classification issues. IMDA also develops the content guidelines in consultation with these panels as well as the industry so that these guidelines reflect our societal norms and values. Furthermore, IMDA conducts regular surveys and focus group discussions to gather broader views on media classification and content standards so that they remain relevant.
