The Minister for Communications and Information has gazetted four publications as prohibited publications under the Undesirable Publications Act. The list of publications can be found at the Annex.

2 Published between 2011 and 2016, all four foreign publications contain undesirable and harmful teachings that can cause social distancing, distrust, hatred and even violence among people of different faiths and religious views. Such teachings and ideologies are detrimental to the peace and harmony of multi-cultural, multi-religious Singapore. The Singapore Government has zero tolerance for individuals or publications which aim to encourage hostility or violence among different religious groups, and has therefore decided to prohibit these publications. 

3 "The threat of extremism is real and should not be taken lightly. The Government strongly condemns the use of such publications to espouse destructive ideologies and promote enmity between communities. We will not hesitate to take firm actions where necessary. But we cannot do this alone. We need the support of everyone to safeguard Singapore against extremism by staying alert to radical individuals or teachings and reporting them to the authorities,“ says Dr Yaacob Ibrahim, Minister for Communications and Information.

4 It will be an offence to distribute any of the prohibited publications. It will also be an offence for any person to (a) possess any of the publications or (b) come into possession of any of the publications, but fail to deliver the copy to the Police. Those convicted of an offence could be liable to a fine, imprisonment or both.

5 The prohibition of the four publications will take effect from 31 October 2017. Members of the public who are in possession of these materials should hand them to the Police.
